General point about penalties: seems unfair to allow cars that you know are starting from the back to run in qualifying. Sebastian, for example, would have been through to Q2 and may have improved and got in to Q3. He's still going to start in front of Max et al, but in effect his afternoon is cut short when those at the front are already going to be running at the back.

Thus it has been for some time…

Tbf Perez didn't tow max either. Max was 8-9s behind Perez on the road in the first run so they just were opting not to try to get a tow imo

They could have got Perez ahead of Sainz.

The team decides on these things, not the drivers. If Red Bull had asked Perez to give Max a tow, he would have.

Most drivers improved on the second run and if that applies to Max if he would have run, he would have been probably even faster.
