Short pylons means that massa is probably testing a medium-low downforce configuration for next race. That said these huge exits won't help getting a smooth and fast flow over the upper side of the diffuser. And that in turn does not help the pressure gradient inside the diffuser, making the flow more prone to detaching. Or, in order to avoid it, its expansion ratio has to be decreased.
If you compare RB's rear end to the Ferrari it is not too difficult to conceive that the flow profile over the diffuser will look much more favourable for the RB.
If that is the decisive difference?
Probably even Ferrari themselves don't know.
