I read that Williams did in FP3 exactly what Ferrari did yesterday i.e. test an incomplete F-duct system.

The whole car is re-liveried for each race. Everything is stripped back to bare composite. So yes, for a test.

Keeping the sponsers happy at all times is important at this level, so yes an oversight by Williams.

They claim at this very site that it is not the case:
While most of the cars’ components have been serviced or replaced, there’s little that can be done to preserve the cosmetic appearance of the cars during flyaway races. Repainting is a luxury that has to be put on the back-burner and both R30s will be carrying a few battle scars into this weekend’s Chinese Grand Prix. There’s nothing major, just the odd chip to the paintwork here and there. The cars will get a fresh coat of paint when they arrive back at the factory next week so that they’re in pristine condition for the start of the European season.

I do not believe they repaint between every race.
However the engine cover must have come from the UK, there is no excuse for not painting on the sponser before it was shipped.

This is referencing fly away races.

I am taking my information from the documentary series The Factory where components that were not being replaced were stripped and repainted between races.

Every team may not re-livery their cars between races, but Williams does.

Perhaps they should focus less on aesthetics and more on trying not to be a crap historic team.

All of the extraneous resources aimed at having the car look pristine isn't improving their ability to perform on track. Neither is having Barrichello as a driver, but that's been covered a plenty before.
