The teams are a lot more subtle about the vortex generators they use. For example the one of the uses forbargeboards and other little bits in front of the side pods is to direct vorticies down the side of the car, in effect "sealing" off underneath and creating a "skirt".
I assume also that because F1 wings are so short they dont require VG's to speed up the flow.
