Should rules change for the cost cap/engines after accidents?

Penalty points should be accumulated @ Constructor level which should be a penalty & reduce cost cap by say 5M $ etc.

The 3 engine thing was possible with 17-18 races not with 23 races or even more. It should be 4 engines per driver which is like a new engine after every 6 races. Easier to manage damages.

The penalty rules are a joke. Bottas & Hamilton got away with nothing. Minimum penalty should be 10 Place Grid Penalty & 15s Time penalty. Drivers are talking about shunting & taking a 5s penalty. You saw Max in Bahrain saying they should have taken 5s instead of giving the place back. Penalties should scare people. 10 Grid Place & 15s should be the minimum penalty ! The penalty point system should be made more stringent so that some guys get 2 race bans in a season if need be.

There's something in this. What if they deducted money from teams with the most penalty points and gave it to those with the least. This would punish those most at fault and reward those who behaved well. I would extend this to include things like unsafe releases etc as well as crashes.
