Even forged materials are usually "100% machined" to obtain maximum performance. The reason is that titanium or steel rod blanks are "hot forged". And this hot forging process contaminates the outer surface of the material, thus reducing its mechanical properties. To remove this contaminated outer layer, and thus leave behind only clean, premium material, the outer surface of the forging blank is completely machined off. Usually to a depth of about 2mm or more.
