We don't know how long they have been developing it and in which stage it currently is, but with the summer break coming up they will have 1 more week to complete it and to produce the parts. Not alot of time. However, such a system could be very benificial for Spa and Monza.
1 more week? There's a 5 week break, they're holidaying for the first 2... That's 3 of pure development after that.
if you in 3 weeks of your "pure devolopment" expect mclaren with their device in Spa you are then some kind of idiot, no offense
its not possible IMHO even if they are devoloping it. lotus needed almost half of season, to introduce their system, in that time they traded their straight line test for wind tunnel tests, carefull read rules, and asked FIA in february about such system, they probably from begging of season started working on mercedes similar idea, also they need first to test on track if system working (but will system work constantly or not?). and now you expect in your PURE devolopment that mclaren will come out with similar system, make system with car in one test session, and will gloriously work

Whilst it is naive to think that Mclaren can design and build a DDRS device during the summer break, it is equally naive to think that they haven't been working on it since preseason when they realised what Mercedes were up to. Also, Mclaren are very good at this sort of thing, remember the F Duct?
