He was just referring to the lack of testing their B-spec sidepods have had. The headline was sensationalising things. Over the last 2 years, Mclaren, Ferrari , Mercedes all were saying "Red Bull were too fast for us today" or "They were simply out of reach for us again"

Vettel had the quickest car last year - though maybe not by a massive gap - and dominated 2011. Things are much much much closer this year. Vettel had many luxuries last year.
EBD was making him look better than his talents allowed. He was the smartest at using what was given to him. This year the teams are given less, so his ability to maximise and analyze has less of an influence on lap time. This is why webber is faring better against him.
I know in the race Vettel will move up. Probably take another podium.
