Looking at the onboards it seems like the tyres are getting better both for Vettel and Hamilton.

Vettel and Hamilton are between a rock and a hard place here. Pit and they will probably end up behind their title rival who will then stay out . But stay out and they risk of a tyre going bang.

Bottas problem is a Ferrari in front of him not tyres.
Always find the gap then use it.

This is Monaco, the place that is made to prevent overtaking.
If you are more fortunate than others, build a larger table not a taller fence.

Hamilton has settled for third and has backed off. Save the oily bits by running in cooler air etc.
If you are more fortunate than others, build a larger table not a taller fence.
