Matching up webbers and grosjeans first 39 laps the table looks like this:

Summing up the laps for which there's a time for both drivers we find that Gro is .057s slower on average per lap than webber has been. So they are quite close. Also do bear in mind that Grosjean started his stint 17 laps before webber did, track being more green and all that.
If anyone wants the raw data shout out, it's a PITA to copy down.
