I'll tackle the part about the exhaust...

What you are seeing in that image of the lotus on the previous page, which shows an exit on the side of the car just above the floor is almost certainly for cooling effect, as by regulation this season the exhaust cannot exit from there.

Loosely paraphrasing the 2014 rules - The new turbo engines will have only one exhaust pipe sticking out of the rear of the car through which all exhaust gasses must exit. The new exhaust pipe will have to exit the bodywork 170-185mm behind the rear axle of the car and will also have to be 300-500mm above the floor of the car. Finally, the final 150mm portion of the tail pipe will have to point five degrees upwards, destroying any prospect of using the exhaust and diffuser together.

Exhaust question has been answered in this thread. Last question, I doubt it, it would be hard to evaluate airflow under cornering.

Is it possible that the different length tusks help to eliminate any vortex shedding from each tusk by having them close to each other but out of sync?

1st most likely option:
Probably water-air intercooler? Just assumption. It make sense put it toward the ground for low CofG etc.

They probably decide to put one on just one side i dont see same config on picture the on right side...

I don't think so, the difference is because the rules specify certain surfaces, just check google, many references to it.
IMHO vortices might be beneficial in certain circumstances, but vortex shedding, which is something different, is most probably undesirable. Also, I don't think they would want any vortices in that flow which is going to the underbody. It's something similar to this: http://www.f1technical.net/forum/viewto ... 37#p262837

Nice to see that Renault fixes for their third grade team worked, does they even acknowledge existence anyone outside of Red Bull teams? N.C. "Both cars were delayed in the morning with mapping issues. Pastor then suffered from a turbo-related problem with his car. " Second car: "a wiring issue caused difficulties with his gearbox"

After deciphering (correct if you can) auto translation is seems it's: 1. not a problem with faulty units (despite failure of both), 2. It's not on chassis side but Renault side. Add to that "mapping issues" and you might start believing rumours about software being an issue, differentiating between teams.
