What on earth is rocky on about with all those fail 5, fail 05, fail 14....?

He's on about telling the car to shut down different things, because they've failed. He's asking vetted "set the dial to 5, and fail it", which will instruct the car "this thing has failed, stop using it" at the expense of performance.
