I think they are saying that coming to a complete stop in the pitlane constitutes "driving unnecessarily slow" which therefore means that they can apply the penalty of impeding to a driver doing that in qualifying, whereas previously it was a grey area.
Giving them the ability to drive slowly but not blocking the pitlane allows the drivers a way to build a gap without stopping, meaning the drivers are no longer stuck between two rules (being the maximum laptime and the no impeding rules) which was cited as the reason for not punishing the impeding in previous rounds.
So I fully expect any of the same situations to result in penalties if this director note remains in place
