If it is the same issue as last year, something needs to be changed.
The issue from last year was resolved, it seems this is a different problem.
Different but similar.

It’s an issue with the wheel brow nothing to do with the brakes that should be a straight forward fix commentary seems to be making a mountain out of a mole hill

Apparently it's a "manufacturing issue" with the wheel brows not a design issue with the brakes. Possibly going to be ok?

Well still ruining the test in terms of mileage

Quote from Mark hughes(The Race)

Brake cooling probs at McLaren again? Surely not after similar issues wrecked its pre-season last year...

Looks like it may just be melting the inside of the wheelbrow.

For now Norris is out of the car and the McLaren is stuck in the garage.

Doesn't sound good, hopefully not brakes and mostly wheel brow structure?

From formula1.com
More from Technical Expert Sam Collins on McLaren's issues:
"You can see the metal tape on the inside of the wheel brows, I thought it was a brake cooling problem but it is actually looking like a manufacturing fault. They have the heat gun on it, these guys know what they are doing, they can stiffen up a part overnight. It's a bit of a bodge job - but they will get the car on track and keep the car going."
Obviously not ideal but to be fair reliability has been pretty good over the last few seasons
so it's not panic stations for me yet.

Car is sitting in the box for last two hours. Whatever the excuse, that is not something that should happen to a good team.

Depends on if they can fix them for the rest of the test? I know they have the rapid prototype printers available now but I doubt they can make 2 new wheel brow's to be delivered in time for tomorrow morning?
