I'm guessing that by having the MGU-H sitting in between the Compressor and Turbo means that they can use the MGU-H more efficiently (collecting energy quicker and reduced turbo lag perhaps) and cooling might be easier to achieve even with tight packaging. Placing the MGU-K at the front of the ICE is probably part of the cooling solution for the overall power unit package. I don't get the benefit of the layout, especially with the MGUK at the front of the ICE. It almost looks like its axis is vertical. That would make the top cooler likely an air to air intercooler. Odd if this is the case.

That's what I initially thought, too. It makes sense and what I expect. It also fits best from the picture posted above. I was just confused since they published that on the official F1 site.
