As a Senna fan even I will admit that he intentionally took Prost out,. As far as I'm concerned it's a racing incident. Rosberg tried an overtake, failed and then just went into the corner, not trying to take full blood. He could have slammed on the brakes, but imo that wouldn't make sense. Also, perhaps he could enter the turn a bit more deeply, but not that much.
Hamilton could have taken a little bit more of a safer line, since him keeping his position was assured at least into Bruxelles.

This is exactly why the Merc bosses are fuming.
The way to fix this was not for ROS to move over, but to brake or lift off the gas and slot in behind HAM. And for HAM to give him slightly more time to do that by leaving some space on the inside of that left hand corner. Both options would have fixed this and both would have ended with HAM in front. So this was really a silly incident (unacceptable is the right word by Toto) that both drivers should have avoided.

I heard something about him using a high fuel mix or engine mode or something in response to losing his place at the start.
