That wing is not really 'new', it was tested at the second pre-season test and posted on page 31 of this thread. I don't believe any aero parts that weren't present at the pre-season test have been seen this weekend.

can anyone explain what does"Derated" engine mean as Paddy Lowe said after Australian Qualifying about under performed Ferrari car.
Derated engine

Mercedes motorsport boss Toto Wolff also believed that a factor that could not be ignored was the fact that Vettel's engine appeared to be 'derated' (when electrical power runs down) in qualifying.

"For me qualifying was overall quite interesting because the gaps were bigger than expected and then on that second run in Q2, they actually had a pretty decent lap," he said.

"They weren't running at all after the first run in Q3. We see some derating of the engine, much more than last year, but we don't know what is happening within that car.

"So my personal opinion is that you see that potential in that car. We see the threat in that car. But they haven't been able to fully translate that into lap time."
why Ferrari used derated engine?

IMO Paddy was saying Vettel's engine was detuned and wasn't run at its full capacity. Reason could be to make sure zero problem reliability wise.

Hard to say anything with certainty. Could be reliability problems (which were rumoured in way or another since testing), could be they though there's no possibility of catching mercs and no threat from behind.. Things should become more clear in a few races time. Remember the gains made by mercedes on "reliability" ground last year in canada. Could be something similar with ferrari this year.

The reason behind derated engines is increase engine life , not so much because the Ferrari PU has problems.

I think Ferrari does seem to be looking to secure the 3rd and 4th position on the start grid , then in race day they uprate the engine so they can profit from the natural superior power delivery (not power output) they PU has over Mercedes.

This is what i have gathered after the first race.

Its not just about having superior power , its about how fast you can deliver that power.

So rumors about "diesel" combustion are true? More torque in low RPM => higher power in low rpm.
Ferrari indeed looked good and I was flattered especially after seeing Q3 where they were 0.8 behind Merc.
I hope this was not exception and we will see good pace next time.

Or it could be Ferrari were waiting for the second run in Q3 to use the qualifying mode they were rumored to have available in the 2016 engine.
its explained in the article exactly what derated means "'derated' (when electrical power runs down)" had nothing to do with a detuned engine

"when electrical power runs down"
What's that supposed to mean anyway? Reduced harvesting? Such detailed explanation indeed. Anyway, I'm on the side of reliability concerns. There's no benefit in holding anything back in Q3 other than for that reason.
Ferrari had quali mode last year already. It's called a free load system. Not sure about renault.

I think I know what he means.. I had gone to this GP and in Qualifying both Ferrari were not as loud as other cars with a lower pitch sound and less resonant. But in the race they were as loud as others so they maybe running with a detuned engine in Qualifying as Paddy Lowe said.
The cheapest sort of pride is national pride, every miserable fool who has nothing at all of which he can be proud adopts, as a last resource, pride in the nation to which he belongs; thus reimbursing himself for his own inferiority.

Makes absolutely no sense to detune the engine for qualy and run it normally in the race.. the article explains that mercedes thought that vettels car had a depleted ELECTRICAL CHARGE for whatever reason.. nothing about being detuned. This is how wild rumors start lol. Ferrari said the worked on a qualy mode this offseason so i assume whatever they had last year was not good enough.. its highly possible that Vettel did a banker lap without full power and planned on going to the max in the final run like they all do...i think its much ado about a guess by mercedes

It doesn't, no. That's why there's talk of reliability. It would make sense to have it maxed in quali and de-tuned in the race.

Everyone runs max power in Q3 at all times, unless there's other problems at hand. You never know when a yellow flag will wreck your run. Stop talking nonsense.

...provided they use a softer tire compound.
