At tracks that put more load through the tyres like Zandvoort, COTA and races in general where they can run their big rear wing they can put enough force through the tyres to generate the temperature to be competitive in qualifying.
One might expect the same at mexico given everyone runs a high downforce configuration again. However mexico is very low grip despite the big wings due to altitude, so less force through the tyres and so their recurring problem of failure to generate tyre temperature is back.
Their race pace will probably be good again and the free practice simulations looked promising. Unfortunately not an easy race to pass at..
That's my analysis anyway. Could easily be wrong but feedback from vettel and stroll that they simply had no grip seems to back up tyres just not getting temperature into them
