That would not work as well. Some teams won't agree to that. Imagine STR and Williams having 2 cars and Mercedes and Ferrari, both with 3 cars. Certainly STR and Williams will have less chance to score big points, which will affect the constructors championship massively. Also strategy wise, would be different.
