Wow, nice to see even more senior people coming to Williams. Seems James Vowels is doing a decent job at recruitment.

As expected Loic Serra will be Ferrari's new Technical Director (chassis). Reporting to him; Fabio Montecchi, Diego Tondi, Marco Adurno, Matteo Togninalli and Diego Ioverno.

Some have previously commented on the Mercedes brain drain with the loss of senior engineers to other teams. To be fair, I've been looking at the Designer(s) section of the Red Bull cars Wikipedia page of the last 15 years and with the loss of Newey, Rob Marshall, Prodromou and Fallows it would seem Red Bull has been losing a bit of grey matter too.

I've also looked between the top teams and in general it would suggest Mercedes & Red Bull have lost senior engineers while McLaren, Ferrari and Aston Martin have gained.

It makes sense. Red Bull and Mercedes were the two most powerful teams of the last decade and a half. The budget cap made it impossible to keep their talent.

Carlo Pasetti, Performance Engineer (F Alonso) Aston Martin -> Senior Performance Engineer Sauber
Chris Cronin Promoted at Aston Martin to Chief Engineer, Trackside.
Matteo Marini, from Porsche Motorsport to Ferrari as Head of Tyre Engineering.

I actually wonder how involved a TP is with recruitment. They must have a say or knowledge of applicants, but there must be a level they stop at, and let the HOD decide?
