I was about to repost the image!!
My take…
Provided that the floor is sculpted within the regulation volume/dimensions it can be legal (launch cars last year -AMR & others - featured a double kick diffuser)
It could be a full or partial throat (until we see one being hoisted onto a recovery truck we will not know!)
Could be that there are two throat sections to manipulate the CoP/balance
Certainly very aggressive - but then with the floors being de-sensitised by the new regs (for this year) that really shouldn’t be a surprise!!

Most of the sidepod look absolutely identical, this is not the real car we're seeing. Isn't the carbon even scratched on the sides of it? To me it looks like used parts!

What surprises me is that (from the look of the flowvis), the air under the nose ends up ABOVE the floor

The sidepod does appear to be a reused/modified 2022 part.. I suspect they will bring race 1 updates, or perhaps after a couple of races like Merc are planning

Maybe a dumb question:
As RB is only doing flow-vis runs and no aero rakes, is that a sign that RB does less development in the wind tunnel and more on the CFD side?

Up until now a large part of the car:
# Rear wing + endplates
# diffusor
# whole bottom line of the left sidepod
# between right frontsuspension and beginning of the floor
# rear half of the left sidepod and floor
# right now: tea-tray area and floor fences

Their CFD-capacaties are also cut short due to budget cap, but maybe they think they get more out of CFD development and reduce wind tunnel time as much as possible.

The Red Bull shows less black than other cars. The lack of a carbon look is an indication that the RB19 is at the weight limit. Marko also confirms this: "We are at the weight limit. That was a strong performance from the team, considering how far over we were last year." The smooth start to testing caused disbelief in the team: "It's almost shocking how early we were ready with the new car this year and how smoothly everything has worked so far," Marko summed up after the first three hours of testing.

There is a large discontinuity where the rear suspension inserts, allowing hot air to vent here and letting the engineers close up the rear exit more
