The engine used by ALO in the first race can not be saved, as it was too damaged along its all supporting components.
20 races to go with 4 engines for ALO.
If something like this happens, I will allow to use the whole PU brand new with all the components and auxiliaries. What I do is that this new unit can only be use for the remaining races that the old PU was suppose to be racing until their 5th GP. I think you end up introducing a ton of complexity to avoid grid penalties. A grid penalty that you can take at a track like Canada (where you can take 2 PUs) start at the back and be passed half the grid before the end of the first lap.
This is a Honda PU. According to the numbers from last season you can run it only for 2 races. There was an Interview, with Jusuke Hasegawa i think, that mentioned Honda have not tested a more aggressive Engine Mode (which was interpreted to be a Quali Mode) in Australia due to reliability Concerns. So the Folks on the Autosport Forum (assuming that's the Forum you are talking about) hope Honda will Introduce it in Bahrain. Nothing more imho.
