At which section do you see a potential problem with the nose? I think it's a halfway house attempt between the Ferrari and Lotus solution. To my eyes there is a slight asymmetry, which is why I reckon it is a fusion of the Ferrari/Lotus nose. There isn't a regulation that demands it to be over the front wing. Rather, they ussually do that to get through the crash tests.
