I really can't see a huge safety issue with the winglets. On a motorbike there are far worse things. High speed rotating wheels for instance, or foot pegs and handlebars with the bikes mass behind them (or worse, Google why Daryll Beattie has different shoe sizes). But the picture shows that was only a coincidence, and serious injuries could happen on a future if similar winglets are allowed and all teams start using them. Remember this is new and there´s no previous experience, only two bikes used that winglets past season but even so they caused a dangerous situation.
Think about a pretty common situation, some rider being way too optimistic about his braking abilities and trying to overtake someone at the inside. Depending on the situation the rider at the outside might not see him coming, and could be mowed down by the other rider. If that bike has winglets, there are huge chances that winglet will be first part colliding with the bike/rider at the outside. Imagine the mass of an uncontrolled bike+rider colliding with someone kidneys through a winglet...

The fun thing with MotoGp racing is that its much closer visually with street bikes. Prob the biggest issue with the winglets are that they can't really fit on a fireblade or R1.
