Not this year. Teams aren't allowed to bring PU performance updates, whether it cost $2mil or $2. Even if it has already been spent. That effort is just sitting in waiting going to waste. It's not that other PU manufacturers can't catch up, they aren't even being allowed to.

What makes you think if Mercedes can´t bring PU perfomance updates they will not use that available money in more development of any other part? That´s exactly what FIA have been missing for years, and the reason for the cost cap.

Restricting some part development simply can´t reduce distance between teams. If anyone is willing to invest 500 millions, being allowed to develop the PU or not will not change that. If they can´t develop the PU then the money will go to the aero department, or the chasis one, or it will be distributted between the rest, but the team will continue investing more money than any other, and will continue whipping the floor with their competitors. The only way to stop that is limiting the investment teams can do, so none invest significantly more than the rest

Maybe that´s because after 5 consecutive seasons of free PU development, the gap between Ferrari, Renault and Honda with Mercedes is quite similar to what it was in season 1 of current hybrid PUs. Honda is an exception because their first PU was so poor wich even my grandma could have improved that embarrasing piece of s*** wich was slow, inefficient and unreliable

They´ve been free to develop their PU for years and Mercedes have kept the lead easily

The gap is tiny because of the short lap with barely any braking zones
