Remember that they built a new tunnel and also need to test it in the real world, so knowing that the correlation is right between the wind tunnel and track will let them implement a more aggressive update program throughout the season.
I personally have the feeling that they are sandbagging a bit; they don't want the competition to see how fast they really are.
Having confidence in you simulation data makes the risk of holding back your updates until the last minute lower.
Ya usually early days in practices team opt to sandbagging but with so much changes in regulation ... .every team must want to know what they really capable of doing. And also remember this whole time is devoted to just checking different component's reliability and their overall performance. So sandbagging theory is not right now applicable. yes all the team are not pushing as they will push in the race because that is practices and with limited knowledge over their car reliability they will not certainly try that now. Simplicity is beautiful if it borne the desired result..... so love the current Front Wing Design of F14T ..... they are doing what they ought to do.
And not performing does not always mean that any team is sandbagging .....remember the struggle of RBR last season and McLaren in 2010. While they are not doing awesome lap times in practices lead people to think that they are sandbagging But in reality they are struggling with their car.

Ferrari not chasing performance yet
