Personally I never understood track limits or outlap maximum time just as I never understood why they stopped evolving engines, doing tests between GPs, never letting other tyre manufacturers enter and stopping refueling.

Was that on new softs or used softs?

Minimum outlap time. To stop them from going too slow as it would cause more issues when others are on fast laps.

Was Verstappen on new softs? Both McLarens were on new Softs, but they did set their times a while before the others.
