No it's an official render provided by Williams to F1Racing. The same mag has revealed the previous Williams the first, last year. Dont'you remember this?
They will publish more pics very soon (the 22th January?)

I don't think the nubbin noses are too bad. I expect the same kind of variety of nose we saw last year.

After looking at the different nose solutions so far, guess FIA should have played it safe by making the nose touch the front wing and get rid of the whole elevated nose concept.
