I see that Toto Wolff has publicly admitted that the Cadillac relationship with Andretti has changed the picture.

This makes sense but the latest rumor is that it is down to 1 team now. Sulayem was presented an offer...he thought a strong Caddy would add to the show. Now he is learning just exactly what a good ole boy, Euro club he is trying to wrangle. Of course Caddy would likely fail, ala Toyota at best/Jag at worst, but RB, Big Red, and Merc have no intentions of letting them play. Musk and some EV abortion have a better chance of getting in unless Sulayem can pull a Bernie.
That's right, Brown (and therefore Mclaren) is known to be supportive of Andretti joining F1 - so it's 2 out of 10 teams on their side. Brown is also Andretti's business partner with the Walkinshaw Andretti United team in Australia.

No, the teams have no say on a new F1 team entry. At least not until the next concord agreement comes up for signing where their say can than change. I do not know what MPH over at the race have been saying, what ever they where saying the existing teams 'SAY' situation will not change, and that also regardless their attempt at changing the signed for financial goalposts (concord agreement).
