is this mostly for cooling? Or is there some aero function?
Yes, its primary purpose is cooling. The hot air created by the PU is vented out of the chimney vents.

However, there is a sort of secondary aero benefit (as opposed to function): by opening up the cooling at the top of the engine cover fin, Red Bull is probably cutting down on venting heat from out the back of the bodywork (thus allowing cleaner flow underneath the RW and on top of the diffuser).

Redbull looks to be running a conventional body kit rather than the aggressive tight packed one introduced in Austria

I noticed that as well on the back of Gasly's car when they were showing footage of his crash. Does that mean they are using an older spec PU? I wonder if he crashed his new floor and bargeboards as well?

That would make Total sense, on fridays they do run the older spec.
