Sainz was able to win there, but in order to be able to fight at the front on a regular basis, updates are still needed. According to the Spaniard, "the plan" is now to bring new parts to Imola in order to get closer to Red Bull.

I know we expect to go better in Miami relative to the last two races but I worry that McLaren’s big update will again make it difficult to race at the front. If we could actually start on the front row this year (and not have the brake issues Leclerc had in Bahrain) I think we’d have a better sense of ultimate race pace but I’m less confident that we’re going to be able to qualify ahead of McLaren this weekend, given their big upgrade.
Might have to wait until Imola to really see something interesting from a Ferrari POV.
On the other hand, it's fairly easy to pass here, so if Ferrari lacks slightly in qualifying but can make up for it in the race, it should still be ok. Just gotta make sure to not qualify too far back.
Wouldn't shock me if we're in front of Mclaren even in qualifying anyways.
