I think the FIA are far more scared of unsettling "the show" than they are of an angry Merc boss.
The excuses they come up with are going to make them look even worse though.

There is understeering, and then there's coasting past the apex while not turning, followed by hard acceleration at the apex while still aiming 90 degrees across the track because you've noticed your competitor is actually going to carry his speed round the outside of the track.
I can understand the understeering defense tactics. Ever driver does it. I don't like it personally but it's an accepted in racing standards.
The reason there is so much stink about what Max did is that NOBODY does it to that extent.
Max was watching Lewis the whole time and when Lewis stopped turning in to make the turn (because max was parked on it) and decided to use the outside of the track to carry his momentum (instead of parking on the track edge and waiting for the red bull to remember how to turn left), Max stamped on the gas to the point where he was literally still blocking Lewis five car widths away from the edge of the track and about ten cars width away from the apex.
Since when did that count as "good hard defensive driving" by anyones standards?
