Bottas did not lift either. They'd be shooting themselves right foot in aim to shoot at your opponent.

It was also not double waved yellow. When it's double-waved they take it much more seriously.

It's not about whether you set the fastest sector or not, it's about whether you slow down significantly. The only driver who slowed down was Alonso, both Bottas and Verstappen kept going with impunity.
