It’s already been posted here, but there would not be a penalty anyway, just deleted lap times. Happened to Alonzo at the US GP.
7) Observing yellow flags during free practice and qualifying
7.1 Double waved: Any driver passing through a double waved yellow marshalling sector must reduce speed significantly and be prepared to change direction or stop. In order for the stewards to be satisfied that any such driver has complied with these requirements it must be clear that he has not attempted to set a meaningful lap time, for practical purposes any driver in a double yellow sector will have that lap time deleted.
7.2 Single waved: Drivers should reduce their speed and be prepared to change direction. It must be clear that a driver has reduced speed and, in order for this to be clear, a driver would be expected to have braked earlier and/or discernibly reduced speed in the relevant marshalling sector.
Drivers should not overtake any car in a single waved yellow marshalling sector unless it is clear that a car is slowing with a completely obvious problem, e.g. obvious accident damage or a deflated tyre

I have a theory Max just opened his DRS late so that his mini sector time there will not be green. Hence he opened the DRS late

Looks like the flag is being held but not waved, at least in this quality, no idea if there's any difference.

No. The deleted laps do not save you from ignoring the flags. That's just there to discourage drivers from pushing in yellow sectors, if they ignore the flags they would still get penalized accordingly.

The new yellow rule is in addition to the current rules, not a replacement for them.

I.E. You still have to abide by wave yellows.

But then if FIA are saying sorry it was a mistake, then drivers have being penalised, eg: Vettel and Alonso who did slow down and also Bottas set a slower lap.

Bitter taste after those events in the closing moments, track safety appeared to come second to the show. A slowing, then stationary, car on track is a significant hazard and should have been clearly flagged, irrespective of the effect on the competition

Is it a discretionary penalty? Or is it black and white “ignore double/single yellow during quali and receive x place grid drop”?

Also, which one takes precedent if the official yellow is lifted, but the marshal hasn’t gotten the notice and is still waving the flag? It appears that both Bot and Ver both passed the post after the yellow was lifted, even though the flags were still out/waving.

Btw, I’m not arguing in favor of one or the other, just trying to understand the rule.

Hope this is correct. Even if the flags were out by mistake, the drivers still ignored them and kept it flat out. On a straight you have to lift, its easier to get away with it in a corner. On a straight, its a slam dunk. Then again, so was last weeks lap 48 incident.

Connelly is an interesting element in this as a steward, but a reprimand is my guess.
