I do not see it that way. We have seen with Vettel a few years ago how he destroyed Webber by learning corner by corner in the sim. We also heard of Danny Ric doing a lot of work this season on the brakes in the sim. And we had the Ham example in Stone with driving for the correct setup in the sim.
Also...driving backwards out of the gravel is certainly helped if you have practiced how to get reverse gear in quickly...

So I would say that "getting to grip" is exactly what is needed and can not be underestimated. Of course the rest is also needed, like maximizing a VSC. But I do not think this needs to be done at the prime sim at the factory. I would expect them to run simple sims for the procedures, most probably even based on rigs the driver can have at home and just connects remotely to the factory.
I would expect that Verstappen was not only going to Monaco between some races for his girlfriend, but also to sit in his rig and work with his engineers.

So rumors where true.. cars are 2 tenths quicker or level with last years car.. Mercedes are beaming with happiness the car must be a monster plus they started development in 2020 so two years work🏅

I don't think they'll be "Beaming with happiness" until they have a trophy in hand after the season. I'm sure they are working hard but no one will know anything about relative performance until 2-3 races into the season.

Everyone stated development at least in 2020, as 2021 was supposed to be the all new design. What’s different that Mercedes didn’t put extra time in the 2020 car very soon and got their 2021 car ready first. Aero work on the 22 car was banned in 2020.

Everyone started in 2020. And then everyone stopped as the FIA mandated that a period of no 2022 car work was to be observed. Every team has had the same amount of development time.
If you are more fortunate than others, build a larger table not a taller fence.

I presume they have to log the hours and flops they use. Of course, it's easy to cheat if they wanted to... But most of these rules come from the teams themselves.

Every team has had the same amount of potential development time available.

But teams will have put in very different amounts of time into the new cars. I would highly suspect Mercedes or Ferrari have put the most time into them with Redbull 3rd or 4th as they were trying so hard to win last year.

Hell.... Mercedes were so focused on 2022 they did not even use their tokens in 2021. A big gamble but it did actually pay off, they would have rightly won both championships.

There was a suggestion that they wanted to spend the token on the nose to create an even narrower structure, but couldn't pass the crash test with it in time. Perhaps they might have learned from that if they want to do something narrow on the 2022 car, but that would be a stretch.
If you are more fortunate than others, build a larger table not a taller fence.
