That lower panel is kevlar as mentioned before for debris impact, or it's heat resistant material.

That should be illegal. Ferrari used a floor suspended on the dampers in 2006 and it was duly banned in 2007.

It's the HAAS, and it's nothing to do with altering the floor/ride height distance, it's there to set preload on the splitter to pass the FIA flex tests while still allowing it to move.
Very surprised the FIA are letting them using a damper there since the introduction of the test and moving away from the carbon stays though. Nothing to stop you using massive rebound damping to almost permenantely deflect the splitter.
