This is a sensible decision. Weight saving was always a headache for budget limited teams, and the pace penalty extra weight imparts affects the car on a very fundamental level.

I've never seen this b4. It looks like change in width of nose, not change in profile.
What is the purpose...to induce air flow down off the surface of nose to below the nose?

I think the edge radius changes becoming a longer radius just behind the front wing. Presumably trying to encourage air down in to the area behind the inner portion of the rear wing.
