Bad set up can put you back 1 second off pace, with the combination of general lack of grip (cant accelerate/low traction in slow and middle speed corners) can result exactly to what we see now.
It would be a dream comeback but what is different to 2009 is budget limitation and use of development tools (wind tunnel ect...)
We had a 480 million budget back then. You can kiss that hope good night.
