If anything I would guess it hurts teams without porpoising the most. Other teams performance will also be affected, but it may help them a bit with porpoising in return.

There seems to be confusion between a bumpy track and porpoising. This track is quite bumpy.
Yes and because this year with the tyre change, suspension is working overtime and add to that the stiffening to help with porpoising, we get hopping but from other reasons.
