I don't know that it was a slower car overall (unless you mean just top speed?) it is at times and not at others. I think throughout the race it was the best car to be in, but as Max was hardly under pressure he would not have been 100% out. If I had to chose 'my' car to race it would be the RBR at the moment. I think the most encouraging of this race has been Verstappen. He did not set a foot wrong during qualifying, then won a race with a (slightly) slower car... He took the pressure and kept his cool. If he keeps driving like that, reliability is the only thing that can stop him.
It was obviously designed this way and the others were not. Not RBR's fault, why should they suffer.

They will in that the other teams will become more competitive and this will cost them points

They were bullish preseason. Redbull would only see their tale, they have worked on the car for the whole 2021 season and stopped development on the W12 they said. Now they still missed the mark and thus the rules must change.

Verstappen won and was allowed to report to the press conference for the top three afterwards. At least in qualifying he was now faster than Ferrari, something that had not happened often. During the press conference, Verstappen shed some light on it: "I don't know if they have always been faster on Saturday and then slower on Sunday. I think in Barcelona they were also fast on Sunday and there were more races. bit back and forth. We have to understand and it rained yesterday too."
The Dutchman continues to believe that Ferrari's competition was slightly faster in the race. The reason for this is not entirely clear, but Verstappen does have an idea. "Maybe that weather didn't help us with the greener track today. But it's all things we need to look at. Maybe it was the layout, the kerbs or whatever.
We're going to look at it but right now it's really bad difficult to explain why they were slightly faster than us in the race."
Carlos Sainz said he had the slightly faster car during the race and should have won.
all 3 top seeded have 2 technical DNFs each. I am not convinced about reliability being that much better at one team.
