Dont ask me. Seidl's words answer your question. Its not only the cost-cap. He clearly says that they want to learn more about the car. If they produce an upgrade it comes out of the cost cap if it works or not. I only wanted to say that we have to be exact when we quote another person. I thought it was obvious. Nothing more. If a person doesnt read the article thinks that the only reason for no major upgrades is the cost cap.
I think questions are already being asked about how RBR are managing their development rate. I personally feel they have gone for a strategy of developing this year's car a lot early in the season and building a championship lead - working so far - and then slow development in the latter half to focus on next year.
