Wolf have always been political i would take every word he utter with a grain of salt .problem with his assertion is that all cars with merc pu are always at bottom of speed trap at power circuits is that a coincident . is will not be good for mercedes brand to admit they have a weak pu so its better to direct attention to aero.

When Ferrari PU was superior in 2019 , Merc didn't hesitate to admit, so I don't think your logic works here.

the difference with 2019 merc wasn't uncompetitive they were fighting for world champion.and no is not true that they admitted that they were a little behind, merc and redbull colluded and complained in the media about the illegality of ferrari pu.merc did the research on areas were ferrari was breaking the rule and Rbr supplied the data to fia.
it is believed that merc last year had a technology that supercool the engine ,i wonder if that novelty has been outlawed and resulted in them losing some performance

Doesn't it come down to the order that the penalties are taken? If 5 cars take penalties, being the first one to take the penalty means you start 15th and the last person to take the penalty goes 20th.

I think it's unlikely, going by the list above. Usually new units are only introduced in FP3 when it makes sense to do so. Verstappen for example will probably add a new ES tomorrow.

And @just_a_fan: no, "to the back of the grid" cars are solely sorted by qualifying order now

yep: "If more than one (1) driver is required to start the race from the back of the grid they will be arranged in qualifying practice order."

Merc may have given a backhanded compliment to ferrari at start of season but whose they felt the heat of competition their tunes changed.i quess its true on both cases but the moral of story is that wolf cant be trusted he two faced and changes story depending on cicumcstances.
