From what I've been reading they will not bring an ERS upgrade to Spa but still take a new engine. Which brings into question the notion that Honda is even bringing an upgrade. Erik Van Haren, the Dutch reporter says they won't.

So? Erik van Haren is the most well connected journalist in the paddock when it comes to RB. If he says so I'm in no position to doubt him.

I suspect something was lost in translation with van Haren. He is tier 1 for Red Bull as far as I'm concerned as well, but when it comes to Honda etc. I would always trust Wazari over them. Months ago he mentioned the major chassis upgrade that all of the outlets/journalists only mentioned last week for example. In same breath he stated the chassis upgrade, he refers to the post-summer ERS upgrade

But he also mentioned some adjustments to the original upgrade plan, not sure exactly what that means

It would be very strange to take new engine components now without the upgrade, instead of waiting for the upgrade if there really is one. Max took a new engine in Hungary, so he could definitely have run the next few races with that and then taken the upgraded components. If these tweets are correct it just seems like there isn't one.

It's been mentioned on Motorsport.com that Verstappen has taken a new MGU-K and ES. This is likely the new spec that has been talked about by Horner, Wazari-san, and Honda personnel. Did it have to be Belgium that they introduce it? Probably not, but obviously they were going to introduce it this season before the deadline.
Red Bull has decided to change all the elements on Verstappen’s power unit, giving him a fresh engine, turbocharger, MGU-H, MGU-K, energy store and control electronics.

As of the start of FP1, the team has only confirmed a change for an MGU-K and energy store, with the further changes set to follow.
