Off-topic, I am an accountant at one of the big4 firms:

In accounting, a term called materiality is employed. Materiality basically means: the accountant will perform statistic sampling methods to gain 95% assurance that the financial statements do not contain a material misstatement.

This is done because auditing all transactions at a large company during a year is simply impossible, or at least impossible in time for the financials to be still relevant.

So 1 auditor might perform procedures and sampling and come to the conclusion that the financial statements represent the factual situation, while a 2nd might have slightly different findings.

All financial audits use this principle, therefore I would imagine that the FIA has used the same 5% rule.
Costs and revenue are more subjected to estimation or subjectivity than you might think

No, they cannot argue that, since you need to factor in potential damages to the car. It’s F1. Other teams could apparently do it, so there is no excuse if this is true. It’s blatant cheating.

Jost Capito wants to see serious punishment if Red Bull has exceeded budget cap.

"If you didn't stay under the ceiling last year, then that probably has been the case for the development of the current car."

Horner calls on Mercedes and Ferrari to take back their statements from yesterday.
"The FIA has said that investigation is not finished, so very curious where they got their info for these fictitious claims. Paperwork is confidential. It harms our team, brand and F1'
'We are taking this very seriously and are looking at what options we can take.
Their comments from yesterday are not okay at all.'

Toto is the most sour grape in the whole paddock.

Horner is right, I read Chris Medland tweeted some comments from him especially about defamation. If the paperwork and proceedings are confidential then someone from the FIA has either leaked that process or the rumours are started, and fuelled by defamation.

Mess with the Bull - you get the horns.

The same rule about the margins over the cap can be used in other areas. Look at the bodywork flexibility. Yeah your allowed 2mm in this area, but outside that gap your have a tolerance. The teams will use that tolerance within reason and the rules.

Not entirely sure how people can chirp up saying its a defence of Red Bull, Horner, Marko, Max etc when there is absolutely NO EVIDENCE of them breaking the rules at this moment. My comments apply to ANY team on the grid.

Toto has always been the most vocal towards other teams, even rumours. Binotto just jumping on the band wagon. Why arent the other team principles coming out and saying the same thing? I wouldnt trust anything that comes off the Ferrari pitwall/media interviews, we've seen plenty evidence of that this year with car failures and the 'excuses' they have come out with.

I wouldn’t expect any team to throw these accusations without having plenty to back it up. It was done against Ferrari in 2019 with the engine saga, and that turned out to be true. Two teams were vocal back then, Mercedes and Red Bull, since they were mostly affected by the potential cheating by being direct competitors.

If you’re actually paying close attention, it’s not just Wolff, who hasn’t made any accusations. He’s speaking entirely hypothetically.

Mekies of Ferrari, on the other hand, has publicly spoken with certainty saying he knows 2 teams violated the cap.

If the Ferrari engine tech was confidential, how was the trick found out by RB and Merc?

Ferrari mentioned even before Toto started talking about this that they have made their own calculations about RBs developments and came to the conclusion that they do not add up to fit within the cap. And even though something is meant to be confidential, people will always talk. They are even referring to it as an open secret now.

We should of course wait for the verdict, but if it turns out to be true and no severe punishment is given, then the sport will no longer have any sort of credibility.

Also, staff of all sorts and all levels move between teams, as do consultants and agencies. If someone knows something or has a rumour they take it with them
