Binotto did a great job since he took over, Mekies and Rueda underperformed and should be replaced. I don't know if there is a TP candidate as savage and outspoken as Horner out there, but that would be the only reason to replace Binotto. Otherwise it's more of the same and no good reason to do it.

And... annoyingly.. it is the other part of the team that is failing now.
There were a few cockups, there have always been at Ferrari, its their trademark, but they could easily have saved maybe 100 points this year due to 'fails' not concerning the mechanics of the car. They were not likely to have caught RBR though, so I suppose it is nothing lost.

The problem might have arisen if Binotto defended Mekies and Rueda. But given Rueda has been there over a decade, there is likely some politics in play and it was never really up to Binotto but he is just the fall guy now because these big companies, entrenched in bureaucracy, always have to have a scapegoat.
It will be extremely disappointing for me if Ferrari end up getting rid of Binotto. He is not the problem. The team went from the debacle in 2019 and 2020, to overtaking McLaren towards the end of last year. And out of all 10 teams under the new regulations, Ferrari were the only team to even come close to Red Bull. Teams are going to have setbacks, and they are going to make mistakes. But Ferrari are not going backwards, despite the slip ups they’ve made this year. Unless they’re going to bring in a Toto Wolf, I think it’s a mistake.

Also, I find it extremely unlikely that anyone overspent this year given the furor over RB.
Technical stuff is ordinary stuff around car, all vehicle testing and simulation. Including simulation for strategy departments, derating and lifespan, fatigue software. And many many more. Ofc.
Including selection of people for said roles.
Sporting stuff is track operation, people management on track including drivers and communication channels. Also communication via FIA , lets say in short politics. And dont forget main PR is done HERE.
Both roles needs different type of person and management style. Engineers needs confidence and support for lateral thinking. especially. Sporting side needs to be cut through, precise and be like clockwork. And also very politically savvy in sense "smoke and mirrors" including backstabbing other teams.
Good thing about that would be, that technical and sporting side would cooperates trough 2 top figures. Each has its autonomy on decisions and management.
Biggest cooperation would be on strategy department. Technical side provide insights from vehicle dynamics (tire life, reliability - ie Pu and auxiliary management, other teams trendlines and predictions of engine maps etc.). In short provide data framework for sporting side to do some work and made decisions based on that. Other aspect of cooperation would be R&D and track running items to test etc.

Reports have emerged in the Italian media claiming the Ferrari team boss Mattia Binotto is set to be replaced at the helm of the fabled Formula 1 team.
A report in La Gazetta dello Sport claimed Ferrari Chairman John Elkann has decided to replace Mattia Binotto at Ferrari by Alfa Romeo team boss Frederic Vassuer.
Honestly I hope that all these stuff are one pile of rumours nothing else. Him leaving, him and Charles not talking since Silverstone.. Don't know. It will be sad if they decide to sack him. He did so much for the team. Others let down massively (looking at you Rueda)
