As per FIA, these are periodic intervals for 'evaluation of the limits', which I suppose means, to measure the utilisation of the allowed dispension. How they evaluate isn't mentioned anywhere. Maybe the teams know.

This is why I'm wondering how far along a team usually is around end of October with aero of next years car. Maybe it was in Red Bulls interest to drag the process a bit in order to have most of the basic 2023 aero completed by that time.
It wouldn't matter when the penalty kicked in. It would anyway hurt for a 12 month period. Whether RB spend all their allocated WT on air time within one month or twelve, it's up to them. There is no weekly or monthly allocations. So they can continue what they are doing and then adjust the spend a little more wisely.

It might cost them a few upgrades down the season in 2023 or for the start of 2024 challenger, RB20, depending upon where they want to take a bit of hit. I don't think it would cost them up front in 2023 challenger, RB19. If they can compromise on late season RB19 upgrades, then they can do the usual work for RB20.
I believe each team has a cap depending on finishing position per week on hours in the wind tunnel. you cant spend 200+ hours in the wind tunnel in the first month if you finished first. first gets like 20 - 30 hours, 10th gets 45 - 50 hours per week

I'm not really expecting it to hinder Red Bull too much since they have pretty much got the concept right and only have to get weight out of the RB19 along with evolving aero improvements. Ferrari have to figure out how to improve reliability and make there concept work without a flexing floor. Mercedes still have to solve their porpoising issues because they were still having the issues in Abu Dhabi and really this is going to require some major design changes and a lot of WT time. As for the rest of the grid you can bet that they will look like RB18 clones with maybe the Haas continuing down the Ferrari path.

As regards FERRARI reliability problems. Two days ago it was reported that they have solved their reliability problems traced to melting spark plugs at consistent use of maximum power resulting in destroyed ICE.

No team has the best solution

For the fact that a Ferrari with completely different sidepods was practically as fast as the Red Bull, Newey has a surprising answer ready:
"That means that none of us is absolutely right and there has to be something better. You can things like wings or sidepods never isolate . Everything only works as a package. A Ferrari sidepod will not fit our underbody and vice versa. There is always an interaction between these elements."

"We will continue to develop our concept because we know it best. But I don't dare to say whether our way is the best.
It's quite possible that someone else will turn the corner with a better idea."

The problem with forecasts is that no one knows the destination. "None of us yet know where we will end up when developing our own concepts. Perhaps another one has much greater development potential that is still lagging behind today."
Newey also does not want to rule out that someone will find a solution that no one has on their radar at the moment.
"Think of the double diffuser. That loophole in the transition from floor to step was always there. It just wasn't discovered."

Red Bull Racing has received a fine of around seven million euros from the FIA, the world autosport association, for exceeding the cost cap. In addition, the wind tunnel time has been reduced by ten percent.

dr Marko says: “We accepted this penalty because we wanted to avoid a possible year-long legal dispute.
But I agree with the assessment of Red Bull Racing team boss Christian Horner, who spoke of a draconian penalty and estimates that we will lose two to five tenths of a second per lap. In order to compensate for this disadvantage, we have to work even more efficiently.”

Good news for the team. Also, if that is the case, Honda will almost certainly have either partner up with RBPT or they will need to start up a new team from scratch. Can’t see who Honda could have bought except for AT.

There is a lot of competition. Audi took Sauber. Williams look like they are going with another VAG brand. It seems like it’s impossible for Honda to buy their way back in as a full team. If you are Red Bull, you might also want to avoid a direct confrontation against a Honda factory team as well….meaning they won’t sell AT to Honda.
