“We’re probably 25% almost of the way through that penalty, and of course it has an effect,” Horner told RACER. “It’s limiting significantly, the amount of runs that we can do in our wind tunnel over each quarter. And I think that the team are they’re having to adapt to that. And it just means you have to be a bit more focused, and more disciplined in what we put through the testing process within the tunnel or within our simulation tools.

“So it’s another challenge. And it’s a handicap for sure, coming into this year, but we’ve got very capable people that are looking to obviously extract the best that we possibly can and apply ourselves in the most efficient and effective way.”
25% of the way through. When does the penalty expire? October '23?
Yep, 1 year from the ABA date

Is the wind tunnel time allocated on a weekly/monthly basis or are teams free to use their allocation at whichever point through the season?

For example they could have used more of their tunnel time before the ABA to focus on 2023 car (which they likely did even after the ABA), then used much less between seasons, but then use more of the allocation when the racing begins and they can get a idea of any improvements they can make after seeing what the competition has come up with.

I don't know the answer to the "can they front load or backload" but from my understanding, Red Bull struggle to run to their maximum weekly allocation because of the slow windtunnel stabilization so it's very unlikely that they can frontload anything beyond the evenly distributed weekly time allocation.

Anyone have a guess for the RB19 livery? Personally I don't have much of a guess because I think it'll stay relatively the same but I hope they use metallic colors and add purple in the car like on this picture

Probably they won't use metallic colors due to weight saving though

This is the first time in history that a machine equipped with a hybrid system has been used for a Red Bull video shooting project outside of a race . Neither England nor Austria, here "Japan" was chosen as the stage for the great challenge!
The F1 machine had to perform a series of "engine start, start, acceleration, deceleration, and stop" within the restricted area, and the "acceleration" part had to be at the same timing as the Shinkansen passing .

I believe it’s a monthly allocation.

Nice article about Red Bull's development through 2020/2021 and 2022, with comments from Pierre Waché.

I always hope the livery looks like this

But I think it will be the same maybe this year white letters (round Red Bull logo) instead of yellow

It might just be another testing livery though. We don't know if they will use it for the full season.
