It could be a bit boring if we had two British teams in blue-orange-black(carbon) paint schemes

Fair enough. I'm just looking from the perspective of Williams: any money that can help them get closer to the budget cap can make them more competitive and attract more lucrative sponsorships -> positive feedback loop. Other teams can't gain this benefit because they are at the cap already

They weren't that big with McLaren either, the special edition Monaco livery was very cool though.

That was more of Mclaren trying to connect to the past rather than Gulf paying for a livery in Monaco.

I really wonder if Williams and some of the F1 teams really warrant a place on the grid based on the effort put into marketing their own team. In a sport that (generally says that it had 600 million) has so many viewers it is a pity that they have not been able to raise a a million dollars for each race from sponsors. Other than Duracell there was nothing else I can remember last year. It does not matter where you finish a championship, just with the reach of F1 on TV and social media they should be able to do better than what they have been doing. Why is it we don't here stories about Jost Capito standing by the phone calling every company to put a sticker on the teams car?

Maybe they are there because they just want to race.
I raced and enjoyed it. I was never any good and never had the best equipment, but it did not stop me.

I understand what you say about the 'names on the car' wanting maximum exposure, but as for the team members, I would thing just being there was reason enough to stay. It is not as if they are keeping another team out, as we have seen with Andretti they are not allowed in anyway.
