Yep, and there does seem to be a serious amount of pace between the two,
most teams are saying around a second in pure qually pace between the two.
Where are you getting this information from. Pirelli said difference between C3 and C5 is 7-8 tenths. How can C3 and C4 be 1 second. I don't mean to question it but have you heard that first hand (i know you have access to intel)?
The performance advantage given by the compound used on the C43 compared to the tyre of the Dutch champion (C3) is quantified by Pirelli at about 7/8 tenths.

Things like this will vary a lot from track to track. At bahrain a lot of laptime comes from traction zones and softer compounds make a big difference for that, so I'd guess a lot more laptime available from a softer compound at Bahrain moreso than other tracks
