Too and bottom are different no?

I believe it's an optical illusion due to the angles. If you look at the top image post as well, they look very similar. If there is a difference, it's extremely minor.

It's probably the angle but in the bottom photo the top wing seems to have a more pronounced outside curve and less pronounced inside curve. Where do we find the submissions for the official changes?

To me the top wing's upper most element looks backed off a bit more on the outboard section and slightly more cranked in the mid span, but as you've mentioned could just be a matter of camera angle.

In my opinion, they don't really look the same, even if the angle makes it a bit difficult. But especially in the area next to the nose itself, the upper flap does look a bit different and the shape seems to be a bit different in the outer area as well. The Italian media also report about changes to the front wing

Agree, its lens effect doing that.

With a lens (likely a short range zoom) moved into wider angle the image is distorted a little like a mustache along top, look at lines in buildings there. Opposite in bottom to pull the central section toward image sensor. Top wing paasses through the lens centre with very little aspect/distortion change at all, making the two wing look different when there's no change.
It's called rectilinear distortion, and often referred to as "breathing" when it changed geometry as the photographer zooms the lens from one end to other.

The two wing would have to be in exactly the same position in frame to judge them competently.

Also a stiffer suspension will not make the tyre problems bigger because the car will loose grip in slow and medium corners more easily? All ready Ferrari is much stiffer than RedBull.

I'm not sure it's allowed by rules but it would be possible to have two different suspension/damper systems on one arm. That is, one resulting force due to acceleration is pulling the wheels down (car upwards) very slowly, heavily dampened. This would make up for the downforce that pulls the car down further and further with increasing speed.
The other suspension/damper set is for absorbing bumps.
